SUBJECT: Resume of OCB Luncheon Meeting, 2 January 1958
PRESENT: Mr. Allen, General Cabell, Mr. Cutler, Mr. Dearborn,
Mr. Herter, Mr. Scribner, Mr. Smith, Mr. Sprague,
Mr. Stassen, Mr. Staats
1. Exchange of Information on Nuclear Tests
General Cabell asked the group to concur in the desirability
of exchanging information with the Russians on the schedule of
nuclear tests which each country is planning. Mr. Stassen commented
that in his disarmament negotiations in London he had exchanged
somewhat similar information with the Soviets. It was agreed that,
in view of the concurrence of AEC and Defense, approval should be
given for making this proposition to the Soviets. It was recognized
that no appropriate forum exists at the moment.
It was decided that the OCB Committee on Nuclear Energy
and Related Matters would consider the question, particularly as
to the context within which a proposal should be made to the Soviets,
and would report to the Board at an early date.
2. Functions of OCB
A discussion took place as to whether the Operations Coordinating
Board is performing the function of advance planning in cold war
strategy in the sense that the old Psychological Strategy Board did.
It was agreed this matter is of sufficient importance to justify a
more exhaustive examination and it was concluded that the group
might profitably discuss it at luncheon on a Saturday. The date for
such a luncheon will be arranged to suit the convenience of all
members of the Board.
