referred to us by the White House. He had been
called to their attention by Senator Walter who
had referred him to Dept of State.

of personal problems precluded appointment at
that time. He later earned a degree in law and
reapplied in 1957 and in 1958 (by which time he
indicated he did not want lawyer position) but
was rejected for lack of suitable opening both
times. Senator Walter wrote on his behalf in
