I has furnished the following information in connection
with the attached UPI ticker that "Radio Liberation, a private U. S.
station in Europe which reported the existence of widespread U. S.
opposition to Khrushchev's visit, was jammed through the day and so
were the BBC broadcasts. "

"Our feeling yesterday was that we failed to report the opposition
to the visit. We put this somewhat in balance today by including in our
news some reports of opposition. We have certainly not concentrated
on it and certainly have done nothing to justify any such statement in
any dispatch from UPI or anybody else. Tonight we had planned to
send you in just a few minutes the context of our news treatment of
today dealing with the visit, some of which contains voices of opposition.
This touched upon the coolness of the reception, primarily as reported
by the European press. This is certainly within our agreed policy. "
