Dear Mr. McCone:
I Executive Registry,
I have carefully reviewed your memorandum of
September 4, 1963, concerning the appointment of Mr. John
A. Bross as your Deputy for National Intelligence Programs
and am hopeful that he will be successful in his discharge of
the important responsibilities you have assigned to him.
As you know, the Federal Bureau of Investigation
represents me in all matters relating to the United States
Intelligence Board. The FBI necessarily limits its participa-
tion to those matters which involve the internal security of
the United States and does not engage in any foreign intelligence
programs oractivities such as described in your memorandum.
Such positive foreign intelligence information as is developed by
the FBI is secured incident to its counterintelligence responsi-
bilitie s.
I am bringing your memorandum to the attention
of the FBI, and you may be sure On t this Department will
cooperate with you to the full extent of its jurisdictional limita-
tions in this problem.
