The nature of our mission is such that we are concerned primarily with information of this type in the foreign rather than the domestic field. As a cor. sequence, we are not able at this time to supply the specialist posi- tion requested. C. 77 RECL.ti F^~gstyy The President has requested that steps be taken to improve our state of readiness and capability to perform emergency functions. In this connection we have reviewed the major limitations in the capabilities and readiness of the. National Resource Evaluation Center. I am sure that you and other agency heads share my view of the i.?-xportance and urgency of strengthening this interagency endeavor as rapidly as possible. A principal need at this time is to strengthen the Center's analyti- cal and integration staff to enable it to take full advantage of (1) the voluminous data in its magnetic tape library, (2) the .results of research programs of other agencies, and (3) new theoretical, methodological, , and technological developments In data processing, information dissemination and presentation, situation simulation, and problem solving. I have concluded that the overall capability of the Center to perform its role of assessing capabilities and requirements for survival and recovery, can be substantially increased by a cooperative effort to augment its central analytical and integration staff. The personnel required (in addition to th2,,, presently assigned regular agency representatives) are specialifts in the construction and operation of analytical and. simulation systems. Your approval of the non- reimbursable assignment of a specialist position to the National Resource Evaluation Center as indicator; on the enclosure is requested.
