THE SECRETARY OF DEFENSE JCS, DIA and OSD review(s) completedsH~N~roN ARMY review(s) completed. ~ ?~~~- ~?'~`' With reference to your letter of 28 May 1963, I am pleased to c learn that the United States Intelligence Board (USIB) is directing its concern toward improving the collection capabilities of the intelligence community vis-a-vis Africa. The significance of this area's relationship to the security of the United States is becoming more apparent with the emergence of each new nation. I certainly agree that now is the time to enhance our intelligence collection capabilities and to assure that the growing requirements for national intelligence will be satisfied. I subscribe to the USIB recommendations set forth in your letter on the basis that I view them to be both sound and timely. In this connection; 1.~"The Defense Intelligence Agency (DIA) has already made overtures to the Department of State with a view toward the establish- ment of resident Service Attaches in the several US Embassies and Missions now accredited to these new nations. To this end, on 28 December 1962 the Department of Defense (DOD) attache augmentation plan for Africa was submitted to the Department of State. It called for establishing new attache or liaison offices in Guinea, Mali, Senegal, Malagasy, Sierra Leone, Angola, Mozambique, Rhodesia/ Nyasaland, Kenya, and Tanganyika, and for augmentation to established offices in Nigeria, Ghana and Tunisia.
