MEMORANDUM FOR: DIRE TOR, CENTRAL INTELLIGENCE AGENCY
Subject: Politico-Military Game on Berlin
1. Because of the urgency of the Berlin problem the
Office of the Secretary of Defense is arranging a politico-
military exercise under the direction of the Joint War Games
Control Group, Joint Staff. The scheduled dates are 17-21
September 1962. Representatives of the White House staff,
State Department, Department of Defense, US Information
Agency, and Joint Staff are being invited to participate.
2. The exercise will use the technique of Red and Blue
Senior Policy and Action level teams. The Seniors will, as
before, meet daily for an hour to provide guidance for their
respective teams. In order to provide a fuller and more
authentic insight into the immediate problem, there will be
one significant change. There will be a second Blue Action
team at US EUCOM Headquarters to play in conjunction with
the Washington Blue against the Washington Red team. This
second Blue team will include representatives from EUCOM and,
as from the State and CIA
3. It would be a most significant contribution if you
could participate on one of the Senior Policy teams. Since
it would be beneficial to have another Central Intelligence
Agency member on the opposite team, could you suggest one
of your immediate assistants. For the two Action and Control
teams, who will participate on a full-time basis throughout
the week, three Central Intelligence Agency players are
desired. The offices of.the JWGCG in the Pentagon will be
again used. in order that each participant can be immediately
reached by his office. It would be appreciated if the names
of the players could be phoned to Colonel James Y. Adams of
the Joint War Games Control Group (code 11 - 5-7683) as early
as possible. .
