We are now receiving all the publications desired except the North
American Air Derfe Command dace Intelligence Bulletins (NORSIBO.
The NORS s contain useful injor tion which would benefit the CIA
analysis of space ixstelligence. Their t.sseraination to CIA. would
enhance the national space intelligence effort by developing better
sutua1 understanding between the specially working in the field.

1. This is a recommendation to make the space intelligence
information collected by NORAD directly available to the Central
Intelligence Agency.
2. The NORAD prepares and disseminates the following
reports which contain pertinent information on foreign space programs:

to disseminate directly the NORAD Space Intelligence Bulletins to CIA

SUBJECT: Effectiveness of Present Arrangements Concerning North.
American Air Defense Command (NORAD) Support of CIA

1. In reference a.., referred to DIA by the Secretary of Defense, Mr.
Foster indicates that present arrangements for utilization of NORAD's
capabilities in support of CIA may not be entirely satisfactory.
2. Under existing arrangements NORAD's dissemination of SPADATS
information is in response to- a DIA co-llection.requirement which
describes the nature of information to be furnished and calls for
direct dissemination of raw information to- CIA.
3. Examination discloses that on occasion in the past CIA has not
received pertinent NORAD SPADATS raw information in a timely enough
manner. Accordingly, in reference b., I have recently emphasized to
NORAD the importance of ensuring responsive and direct transmission to
CIA of SPADATS raw information.
4. As a result of this emphasis improvement in future response by NORAD
in support of CIA can be expected. I have instructed DIA's Director of
Acquisition and Chief, Current Intelligence and Indications Center to
follow with your people to insure that your Agency's needs are fully and
promptly satisfied.
5. I would appreciate it very much if, in the future, you would inform
me should there be any area in which you feel there is a. need for improve-
ment in DOD support to CIA intelligence requirements.

B. Hull, J-2, NORAD, subject as above, dated 26 February 1962.
2. Your request for raw information in the form of orbital
elements, radar cross sections, rate of tumbling, etc., is being
furnished through the media of reports by the NORAD Space Detection
and Tracking System (SPADATS). This intelligence is itemized in
the DIA Specific Intelligence Collection Requirement (SICR)
D-ACQ-01799 dated 11 July 1962 which replaces D-JCS-00861 dated
10 May 1962. CIA is an addressee for all reports emanating
l therefrom.

3. It is emphasized that NORSIB is produced for CINCNOFtAD
.and forwarded to NORAD commanders as a matter of information.
Review of NORSIBs is accomplished by DIA and pertinent portions
are included in DIA assessments which are furnished to CIA on an
all-source basis. Through SPADATS reporting in accordance with
above referenced SICR, and distribution of information from
NORSIBs in other DIA documents received by CIA, it is believed
that CIA is-presently receiving all information requested by
your referenced letter.
