MEMORANDUM FOR: General Maxwell D. Taylor
At the -3peciat Group (Co utte, Insurgency) Meeting of
8 March there was a discussion regarding the possibility of the
Agency releasing the Central, East and south buildings on
:,EE` street for use by the Institute ofModernization studies.
We have looked into the possibility of releasing these
buildings and find that to move personnel and equipment located
therein to a new site or sites within a few-miles radius would
cost approximately $1, 250, 000. Furthermore. we do not know
where other suitable facilities might be located.
For your information, the equipment in these buildings
includes heavy reproduction equiipnwat and a chemical labora-
tory of our Technical :services Division, heavy printing presses#
and a recently-installed RCA Sol Computer Center. This latter
item handles all pay rolls, property and other records, which
could not be shut down until substitute facilities were in operation.
In view of all the problems and expense involved we have
reluctantly come to the conclusion that it would not be advisable
for the Agency to release the facilities at this time.
We would like to suggest that the institute give consideration
to facilities which are probably available, it Bolling Air Force
Base, the Anacostia Naval Air Station, the Naval Weapons Plant
and .:Arlington Towers.
