As I move on from this assignment, I should like to thank
you for letting me have the services of Tom Parrott over the
past fifteen months.
His thorough knowledge of the organization and functioning
of all parts of your Agency, and his broad understanding of
intelligence and policy problems in general have enabled him to
represent the Agency here in a way that has been highly beneficial
to me and my office. Also, I am sure that the Agency has profited
from his presence.
Tom has acted as my Executive Assistant for intelligence,
counterinsurgency, and related matters during the period from
July 1961 through September 1962. In these capacities he has
advised Mac Bundy and me on general intelligence matters and on
sensitive operations. He has served as the primary liaison link
between the White House and me with the entire intelligence com-
munity. In addition, he has served as Executive Secretary of the
Special Group and supervised the staffing of the Special Group
(Counterinsurgency) operation. In all of these things his work
has been outstanding.
In my opinion Tom is completely qualified for further
advancement. He is able to meet senior government officials on
an equal footing, and to conduct delicate negotiations on matters
of great policy importance and extreme sensitivity. I feel sure
that when he returns to the Agency he will be an extremely
valuable member of your organization.
