Stahr, Jr., Secretary of the Army, is in response to his letter of 22 December 1961 to Mr. McCone concern- ing the possible organization of an Executive Branch Training Group Reserve component. While the program is primarily for Presidential Appointees, we were advised that senior' officials could participate if we considered them appropriate. All of our senior reservists seem to be already engaged in Reserve activities and, therefore, we have no potential members. Recommend signature. C. 67- 97f~ As a result of interest shown by several officers of the Reserve compo- nents of the Army appointed to positions within the Executive Branch of the Government, the Department of the Army has under consideration the organiza- tion of an Executive Branch Training Group. Participation in the unit would be available to only those reservists holding appointive offices in various departments of the Executive Branch in the Washington metropolitan area who, by nature of their positions, find it difficult to participate in regular Reserve activities. Membership will be limited to those who reasonably may be expected to be available to the Reserve Forces at some future date. Officers who are not members of units could not receive drill pay. They would benefit, however, in that retirement point credits could be awarded for satisfactory participation in the regularly scheduled training of the Group. This Group would be monitored by the Department of the Army, and the training would be conducted during regularly established periods at a suita- ble location convenient to the majority of the participants. The training program would consist of lectures, conferences, orientations and discussions involving subjects appropriate to high level staff operation and planning. Inasmuch as the formation of the proposed organization depends on the amount of interest generated, your cooperation in informing eligible reser- vists within your department will be appreciated. Inquiries concerning membership should be forwarded, by the individuals concerned, direct to the Office of the Chief, U. S. Army Reserve and ROTC Affairs, Department of the Army, Washington 25, D.
