Intelligence Board review of the subcommittee structure of the ,Guided ,Missile and Astronautics Intelligence Committee. I feel that this matter Is best left to the Committee itself, which has just coc.:ipleted a reorganisation of its working groups.-' It is nay understanding that the Coai nittee has always used the working group concept rather than a formal subcommittee structure so as to retain itxypootant flekibiltty for handling new problems and data. REPLY TO ATTN OF: AiLrllV SUBJECT: (U) Review of Committee Substructure Director Central Intelligence Agency 1. 1 am informed that the Guided Missile and Astronautics Intelligence Committee (GMAIC) is currently reviewing its organizational structure. Under USIB authority the GMAIC is authorized to establish working groups appropriate for the discharge of its many functions, I do not recall that USIB has ever reviewed the results from a management point of view. Perhaps this is inconsistent with our responsibility. 2. The functions assigned to the GMAIC encompass production and manage- ment tasks requiring complex actions and often transcending authority. For continued effectiveness with increasing complexity the committee should be afforded closer guidance from USIB. After examining the GMAIC reorganization plan with reference to the probable Defense Intel- ligence Agency framework within which a major part of our resources will operate, I believe that the GMAIC needs direction regarding the appropriate method of task management. 3. Attached is a proposed letter to the Assistant Chief of Staff /Intelligence, USAF, for your signature. 2. The Guided Missile and Astronautics Intelligence Committee completed a reorganization of its working groups during August as one step in our efforts to revitalize its activities. The number of working groups remained the same, but the mission of each was modified so as to better fill our current responsibilities. The new groups are focused on offensive missiles, deployment, production, space systems, antimissile missiles, air defense, and non-Soviet missile problems. The aim was to create a small technical community for analysis with particular disciplines working on each common problem area. The representatives of Army, Navy, DIA, v: r~ r. The Air Force member advocated a different plan in a very aggressive manner. He wanted to reduce the number of working groups from seven to three and use these to "manage" national intelligence analysis for GMAIC with three full-time DIA men. We found that two Air Force Lieutenant Colonels had already been assigned to the Committee for this handling purpose. The rest of the Committee rejected their proposal for large "shunting and switching centers" and General Breitweiser's letter to you is an appeal of this decision by GMAIC. A similar letter (copy attached) was sent to General Carroll and was considered (with unknown result) by the Military Intelligence Board. 4. The working group breakdown has always been used by GMAIC in preference to a formally ratified subcommittee structure. Currently the Guided Missile and Astronautics Intelligence Committee (GMAIC) of USIB is reorganizing. The eight working groups which the GMAIC seeks to re-establish will essentially contribute another 'layer" of piecemeal disjointed management over service technical intelligence elements. 2. I note that after implementation of the DIA Technical Intelligence Plan two new functions will be centralized within DIA: "Over-all management of the DOD technical intelligence effort" and "Synthesis of technical intelligence produced and furnished by the Services. " The Services retain not only responsibility for production and collection but also for managing technical intelligence organizations and elements. 3. I believe that it is appropriate to consider our opportunity to contribute direction for improved task management through USIA to GMAIC. I would like to discuss this matter with the Military Intelligence Board to insure uniform support to GMAIC and to guarantee that our GMAIC members do not waste effort toward purposes inconsistent with the express DOD basic policy decision.
