This memorandum contain. a request for DDCI approval of the statement
contained in Para. 7.
1. Pursuant to subparagraph b. of Reference, the IUC met to develop
recommendations for submission to the USIB,zoncerning the handling of
defectors from opposition foreign intelligence and security services.
2. The Chairman of the D)C, as the CIA Member, presented CIA's
position as approved by the DDCI in June 1362 (Attachment 53.

14. Defectors determined riot to be former staff members
of opposition foreign intelligence services will be referred to
the IDC for handling in accordance with the establa`.ated directives
and procedures of the defector program.
