Approved For Release 2009/01/05: CIA-RDP80BO1676R003100020008-0 MEMORANDUM FOR: Deputy Director of Central Intelligence U: SUBJECT: Deputy Director for Plans Procedures for the Handlinq of Persons Seeking A.sylum in the U.S. REFERENCE: USIH-M-509, dated 29 January 1964, Para. 10 (Attachment A) 1. This memorandum contains a request for atproval In paragraph 6. 2. Reference assigned to the Chairman of the Interagency Defector Committee (IDC) the task of considering, in consultation with the Committee, the problem of handling of persons seeking asylum in the United States who are not technically qualified for processing as defectors and of submitting recommendations to USIB for approval. This assignment was the result of an exchange of letters between the Deputy Under Secretary of State, U. Alexis Johnson, and General Carter, Acting Director of CIA. (See Attachments B and C.) 3. In addressing itself to this problem, the MC noted that there was also a requirement for establishing procedures for handling other types of persons seeking asylum in the United States; and formulated IDCOP 66/7 (Attachment D) to cover: a. Those persons who meet the criteria established for defector status. b. Those persons who do not meet the criteria for defector status, bat who, in the best interest of the United States, should be rendered special assistance or treatment. c. Those persons who do not qualify for defector status and who do not require special assistance. 4. The proposed IDCOP has been staffed out by members of the IDC within their respective departments and agencies (State, Army, Navy, Air Force, D IA, FBI, A1C and USIA) and has the concurrence within CIA of appropriate elements of DD/P and the Offices of Operations and Security. 6. Approval of the procedures contained in IDCOP 66/7 is requested. Upon receipt of this approval, the Chairman, IDC will submit the IDCOP to U SIB with the recommendation that the Board approve the handling of this problem authorizing the IDC to proceed with the issuance of the attached I COP in accordance with DCID 4A.
