Please note the attached correspondence pertaining to the
establishment of a group to review the principles and policies which
should guide the U.S. program for stockpiling of strategic materials.
Since CIA is not engaged in stockpiling such materials, it
is the Director's view that our participation would be more in an
advisory capacity and from an intelligence viewpoint, e, g. , what
strategic materials might or would be shut off in case of an
emergency.
As you will note, the first meeting on this subject will be
held at 2:00 p.m. on Tuesday, 13 February, in the Cabinet Room at
the White House. The Director may be unable to attend this meeting
mad, has therefore asked that you be prepared to represent the Agency,
and also follow up on any staff support required to complete the review.
