Although the General Services Administration and the District Highway Department have assured us that we will have access to the 2430 E Street buildings at all times during construction of the approaches to the new Roosevelt Bridge, it is becoming more and more apparent that access to these buildings will be difficult and may occasionally be impossible for at least a year. There are numerous subcontractors working in this area who are concerned with different deadlines and different phases of the project, and we have already experienced several uncoordinated closings of some approach roads. When the demolition of North Building starts next month, our only entrance will be from 23rd Street through the complicated construction area north of Constitution Avenue. The accidental blocking of this road by breakdown of heavy equipment or bursting of water mains is always a possibility. Furthermore, the continuous changing of the traffic pattern will make it extremely difficult for the Director's visitors to find their way to East Building. 2. We recommend that the Director agree to the temporary removal of his in-town offices until the construction work in the East Building area is completed and suggest for this purpose the rooms now occupied by the Assis- tant Director for Operations on the fourth floor of the Matomic Building at 1717 H Street. 3. We now occupy three full floors in this building which are under 24-hour security guard control, so no additional guard post would be required to protect the special telephones and other equipment which would be installed. The suggested space would provide private offices for the Director and the Deputy Director, a reception room, an office for the security staff, and the necessary secretarial space. 4. Components now at 1717 H Street can be identified as capable of carrying on their work in temporary quarters in East Building, albeit inconveniently, for the duration of the construction job, thereby permitting the AD/O to remain in the Matomic Building in rooms other than those he now occupies.
