MEMORANDUM FOR: Director of Central Intelligence
SUBJECT : Regulation of Arms Traffic
1. There are two Federal units charged with enforcing the regulations
concerning the arms traffic in this country:
a. The Office of Munitions Control at the Department of State
All importers or exporters of weapons of all kinds are re-
quired to register with this office and obtain import of export licenses
for any transactions they intend to engage in.
b. The Firearms Section of the Alcoh of and Tobacco Tax Unit,
Treasury Department ~~~
This office is responsible for enforcing the provisions of the
National Firearms Act and the Federal Firearms Act. The former
act provides that certain types of weapons, especially automatic
weapons,may be legally purchased and owned if properly registered
with the Firearms Section. The Federal Firearms Act is designed
to prevent the lawful sale of arms to criminals.
2. Both the Office of Munitions Control and the Firearms Section main-
tain indexes of legally registered dealers;, but we feel that it is unlikely that
any of the legitimate arms dealers would deliberately violate the law by en-
gaging in gunrunning. However, a recent examination was made of the re-
cords of the Office of Munitions Control and the attached list was compiled.
