CE.: Y DD/S 63 -0660 I { I MEMORANDUM FOR: Director of Central Intelligence SUBJECT : Status of Acquisition of Additional Property at. Langley 1. This memorandum is for information only. 2. Clearance from the last of the Congressional committees to proceed with acquisition of additional real estate was received on 1 February. GSA had been briefed prior to this time, and on 4 February we requested officially and formally that they proceed. GSA then made its customary preliminary estimate of $400, 000 without inspection of the property. .1 - On 12 February, three of the four owners were contacted and permission was requested to inspect the premises for the purpose of making an appraisal of the fair market value. They were unable to reach the fourth owner[:=until 15 February. The owners of the two larger tracts have granted permission for inspection and appraisal. The owners of the two smaller tracts who have homes on them, are strongly opposed to selling their proper- ties and, after first granting permission for inspection, canceled it within a 4. GSA has received bids from four contract appraisers, and one of them will be hired to report on the fair market value of the four parcels. It is esti- mated that this will require about three weeks. 5. The two GSA realty officers assigned to this acquisition are thoroughly experienced. They participated in the assembly of several hundred parcels for the Dulles Airport and now are negotiating for the new Federal Bureau of Investigation building site on Pennsylvania Avenue. Our chief realty officer will participate in the negotiations and will be present at all future contacts with the owners. Congressman Broyhill's office has expressed an interest in this acquisition and seems completely satisfied with the explanation given by 25X1 John Warner.
