MEMORANDUM FOR: Director pf Central Intelligence
SUBJECT: Position of the DCI
1. This memorandum is for information.
2. In accordance with your instructions, I talked to the
Bureau of the Budget about what level the DCI would be placed in
by the proposed Executive Pay Act. Mr. Gerry E. Pettibone;,
Assistant Chief, International Division, said their office had
been asked for a recommendation and had recommended the DCI
be put in the same category as Under Secretaries of :major
departments, or what we would call category II, and the DDCI
in category III. He said he did not know the final decision and
referred me to Mr. C. Spencer Platt, Assistant Chief, Office
of Management and Organization. Mr. Platt was under specific
instructions not to discuss the bill, but after some back and forth
there is no question in my mind that the DCI's position is still
in category II and will remain there unless the President directs
otherwise.
