This memorandum is for information only. 2. Immediately after you left this morning and as Mr. Stoertz began his presentation, Senator Russell voluntarily indicated that he had no need for such information to be recorded and the Agency reporter was excused. Mr. Stoertz then gave his briefing almost precisely on the same lines of the briefing he gave the Vinson Subcommittee earlier this week. He specifically covered the Air Force and Army dissents on the missile situation and further covered the Air Force dissent on the long range bomber situation. Stennis in particular, but also others, were interested in the question of the dissents and wondered what was the basis for such dissent. It was explained carefully that all members of USIB had available to them precisely the same information but that the differences came in the evaluation of the information available. It was noted, of course, that all other members of USIB had concurred in the Estimates. 3. All members seemed to be most interested in the presentation but particular interest was displayed by Russell, Saltonstall and Stennis who asked many very good questions. Very shortly after 12 o'clock, it was indicated the Senators would have to go to the floor and, consequently, Mr. Cline did notgive any of his presentation. The Senators were most gracious in their comments and thanks for the Agency representatives coming up to assist them. You may be interested that at the time Mr. Stoertz got ready to give his presentation Senator Stennis, in an aside to Senator Young, stated "Now we will get the real poop. " Further, Senator Saltonstall told Mr. Stoertz at the conclusion of the briefing that his presentation "was the best that I have ever heard before this Committee.
