To illustrate this problem - equipment used in many CIA Signal Centers, namely the KW-26, automatically en- crypts and decrypts the traffic. When the KW-26 automatically de- crypts a message, it appears in clear text form. Any person, military or State Department, having access to the KW-26 can read CIA traffic ~,. unless it is handled exclusively by CIA personnel. Frequently intel- 9o ligence sources or clandestine techniques and procedures, as well as y olother sensitive intelligence material is contained in these cables; " therefore, it is imperative that this information be limited solely 1 _ to cleared CIA personnel.
