MEMORANDUM FOR: Executive Director/DCI
SUBJECT : Regulations Concerning Contacts with the Press
. This memorandum is for information only.
2. In accordance with your request, inquiries were made at
State and Defense concerning regulations for controlling contacts with
the press. These contacts are set out below.
3. Gen. George S. Brown, Military Assistant to Secretary of
Defense, advised that a Directive has been issued by the Secretary
on 28 October 1962 which controls contacts by the press. He is
forwarding a copy to the DCI tomorrow.
.4. Mr. Howard Furnas, Deputy Executive Secretary at State,
advised that there is no written directive or regulation within State
for controlling contact with the press. However, there is an informal
arrangement whereby any official having contact with the press is to
submit a memorandum to the Deputy Assistant Secretary for Public
Affairs. The memorandum in to indicate the date of the contact, the
name of the press representative, and the substance of the informa-
tion discussed. This arrangement was specifically requested by the
Secretary of State, and all principal officers have been notified. No
formal issuance of the procedure is contemplated.
