However, I believe paragraph 4 tends to whitewash the situation which occurred after the Sakhalin and Honolulu newspaper incidents. In these cases the procedures were not followed, and decisions were made at highest levels of Government without consultation with all interested Agencies and w~7rking level personnel. I am not sure, however, whether it is appropriate to criticise performance of such high- level officials, and I believe we have corrected the situation for the future. This request contained copies of the CIA and DOD programs on this subject. 2. As you are aware, the DD/R has no responsibility or, more importantly, any capability to assist the Agency in R&D on counter- insurgency, with the possible exception of high altitude reconnais- sance and Elint. It seems that these two subjects have relatively little application to counterinsurgency activities. It would seem most appropriate that the Agency's R&D efforts would be primarily in support of CIA's particular type of counterinsurgency operations and not across the board. As far as I can determine, practically all of this is being accomplished within the DD/ F and the Office of Communications. 3. In view of the above, I feel that the DD/ R cannot at present provide a useful input to the R&D program for counterinsurgency, nor implement any portion thereof unless it were concerned with I' lint or aerial reconnaissance.
