In response to your request, this is to advise you of progress to date on action forsralizing the transfer of specific personnel and positions to the DD/R organization. 2. A mass personnel action is being programmed by the Machine Records Unit which will transfer positions and personnel from the DPD/DDP to OSA/DDR as agreed by the DD/P and DFD/R. As a matter of convenience, all of these individuals who carry "D" service designations now will be assigned the designation "R". Subsequently., those whose long term careers are agreed to be in the CS/CS will be assigned "D" service designations by individual personnel actions. 3. General agreement has been reached by the Office of Communications, the DD/Pa and the DD/R with regard to the proposal contained in the referenced memorandum. (a) Positions and personnel are being moved from 0SI to nD/R in accordance with the reference memorandum. The three members of the Communications Career Service who are among those listed, will retain their "SC" service designations for the present and until such time as a decision may be made to change them to "R". (b) With respect to the transfer of positions and personnel from the Office of Comnnnications, arrangements have been made for the Chief of the unit proposed for transfer to report to the Chief., Research and Development Division., O/FLINT, DD/R. (c) There is also agreement concerning ]which is 25 staffed entirely by individuals who are now members of e Coamnunica- tions Career Service. It is agreed that the 25 positions should remain on the II and t - 25 nations of these positions should be changed immediately from "SC" to "R". It is also agreed that the Communications personnel assigned to this project will retain their "SC" designations for the time being and pending further consideration of individual cases. In the referenced memorandum the DD/R has also requested that ten "developmental positions" which have been used to train personnel for II be transferred to 25 the DtD/R for broader use in training personnel for ELINT activities in general. This request is, in fact, based upon a misunderstanding. There are no such. ten positions. Therefore, if the DD/R desires to establish an ELM T training complement under his command, the ceiling for such a unit will have to be provided from other sources. In the meantime, present- arrangements for accommodating the training of personnel will continue. (d) Action on the transfer of other ELINT positions and personnel from the DD/P field is deferred for the time being pending the develop- ment of specific proposals and a decision as to whether such positions should be identified with the DD/R while remaining on the DID/P T/O or be established as a field portion of the DD/R T/O. 4.
