The purpose of this memorandum is to delineate in greater detail the responsibilities of the Deputy Director (Research) as specified in Headquarters Notice~ It is hoped that by having clearly under- stood at this time the basic responsibilities of Deputy Director (Research) we will avoid any controversy or jurisdictional issues in the future and enable the smooth cooperation of the two deputy directorates. 2. Perhaps the best description to give to the activities of the Deputy Director (Research) is that used by Mr. McCone in describing the concept that he has in mind. He has said that the Deputy Director (Research) is the organization for the development and operation of intelligence col- lection by scientific and technical methods, as distinct from the Deputy Director (Plans) which is the organization for the development and collection of intelligence through the use of human assets. Naturally, it is understood that inevitably two such organizations can overlap and there will be areas in which the most careful coordination will be required. 3. The opening paragraph of the reference Notice should make it clear that the responsibility of the Deputy Director (Research) rests primarily in such fields as typified by the Keyhole and Oxcart projects, or others of a similar nature employing highly technical or scientific methods for intelligence collection. On the other hand, the DD/P will continue to be responsible for the research and development, such as that carried on currently by the Technical Services Division, which is directed primarily toward supporting agent mounted operations. Further, any research to support covert action remains in the DD/P, unless it is mutually agreed between DD/P and DD/R that it will be done by DD/R. It is quite possible that in engaging in research to push back the frontier of knowledge in scientific collection the DD/R will develop techniques or GROUP 1 Exeluded Prim a?, dnwr:^r.'!.r, Approved For Release 2007/01/ ' , ., IA-R DP80B01676R003200190044-1 methods that are adaptable to DD/P-type operations. In this instance it is agreed that when these techniques and methods reach the bread board stage that t::iey will be reviewed jointly by DD/R and DD/P for a decision on further development. On the other hand, it is also under- stood that there will be continually the closest of exchange of information between the two directorates so that each will benefit by the work of the other. 5. Inasmuch as l is one of the contentious issues at the present, I believe that it provides a good illustration of how a project should be handled that involves a complicated overseas operation, and yet has major if nor overriding interest to the DD/R. In the first place, CIA station chiefs overseas have and will continue to have complete command authority over all activities in their area. This has worked well in the past with personnel from all of the other directorates operating under DD/P station chiefs. Even with this authority, it is still clearly under- stood that specialized areas, such as the DD/R, have the required technical control over the o?eration. Thus in the operational control and25X1 direction of the project will remain with the DD/P station chief. The DD/R in issuing this guidance and direction to the prgject will do it through the chief of station with information to the area division in Washington. Should there be any question about the instructions from DD/R the area division has the right of appeal to the DD/P who can then adjudicate the matter with the DD/R, or in the event of need appeal the issue to the Director's office. The primary issue that might arise with~s whether the aircraft should be used for Elint or agent drops. If this issue should arise, it should then be referred to the Director's office unless it can be amicably adjudicated between DD/R and DD/P. 25X1 6. Projectlvill be handled as outlined in George Miller's memorandum for the record of 6 June 1962 which was signed off on by 25X1 DD/ Communications nd DD/R 25X1 (Dr. Scoville). 7. Finally, it is recognized that in creating a new entity in any governmental organization, which by its very nature cuts across previously established jurisdictions, there will be matters at issue which must be reconciled. Therefore it is urged that the personnel in all directorates use their best diplomacy and tact in attempting to reconcile differences between themselves, and failing this that an appeal be made to the Director's office for a decision. /s/ Lyman B.
