Subject: Draft Presidential Memorandum
At the request of Mr. Staats I am enclosing a copy of
our revised draft Presidential memorandum to the heads of
all executive departments and agencies relating to the role
of U. S. Ambassadors abroad.
The. draft memorandum, which is dated August 18, 1960,
reflects revisions made subsequent to the August 17 confer-
ences with the Secretary of Defense and the Acting Secretary
of State.
You will note that the word "intelligence" has been
deleted (page 1 of memorandum).
