During my recent trip to Lurope, I was impressed by the highly sophisticated techniques currently being used by the Soviet Intelligence Service to penetrate the governments and intelligence services of the Western powers. I recognized that we, too, must be a major target for the Soviet Intelligence Service and that probably one of their major objectives is to achieve a top level penetration of the Central Intelligence Agency. Therefore, I wish to insure that every possible step is being taken to make this Agency impenetrable and give us the best security possible. 2. Toward this end, I want your office to continue to insist upon the highest security standards throughout the Agency. In any :instance where you feel there are poor security practices, I want you without fail to call this to the attention of myself, General Cabe!)., or the Inspector General.
