2. Some, weeks ago I meatioaed to you the dsairaieility of having
William P. i ulleedge. Staff Director for the Senate Fast office and Civil
Service Committee to the Agency for luncheon and briefing. It

appointed to his present position at the be t this session but
previously has served for a der of years on the l is varyi g
positions. I met with Mr. Gulledge two mouths asso leaving with him
copies of Agency Regulations dealias with Separation
of Surplus Personnel and Separation Compensation.
3. Inevitably theta will arise matters affecting tke Agency which
will come under the cesaisaeece of the Senate Post dose and Civil Service
Committee and it would be appropriate if the principal staff' members
had a clear idea of our place in the Executive Bra ch. The following
personnel from the Agency are suggested for a fnst list and it is hoped
that the Deputy Director of Coastal intelligence would conduct the actual
briefing in which not all the Agency people need stays
