As the result of a discussion at a recent USIB meeting, General Cabell asked to be briefed for his information on the factors that should be considered concerning the possible merger of USCSB and USIB. At this briefing of General Cabell at which you, and I participated the attached material was discussed. You will recall that General Cabell asked that I write it up for you to keep for refer- ence purposes in the event that this issue is raised again. Ile stated that he did not intend to raise it. He stated that in his opinion the burden for justifying such a merger should fall to the agency that initiates the proposal. 2. In our discussion the consensus appeared to be against such a merger because it had the effect of adding a national non-intelligence area of responsibility to the Director of Central Intelligence and the Intelligence Cc-nmunity. however, it was also apparent that such a merger would wcrk if circumstances require it. 3. To es'iabl`_sh a CIA position on the proposal that the Unites! States Communications Security Board (USCSB) should become a committee under the jurisdiction of th3 United States Intelligence Board (UUSIB). ALTLMTA IVES : 2. There are essentially four alternative courses of action which could be taken in this matter: a. The USCSB could continue to operate as is with no chance in its reporting cha2inel to the National Security Council. b. The USCSB could be merger wit_z the USIB and the COiviSiTC function performed by committee of the USIB on t 1e same basis as the USIB COi+IILTT and Iil committees. c. Joint meetings could be held for these few items of joint interest between the boards. d. Certa'n USCSB functions could be transferred to the USIB. FACTS BFiiING ON Ti-'E PROBLEM: 3. The USCSB was established as at result of a Presidential Directive of 24 October 1952 in which the security of Federal communications (COMSm) was identified as a national responsibility. 4. The USCSB consists of representatives of Defense, TSA, Army, Navy, Air Force, Treasury, AEC, FBI, and CIA. The members are communications and communications security officers or officials responsible for these functions. 5. The objective of the Board as stated by the Presidential Directive is to establish appro-~:riate responsibility and authority to assure within various departments and agencies of the Government, among other things: Approved For Release 2005/04/22 : CIA-RDP80BO1676R003400180004-4 Approved For Release 2005/04/22 : CIA-RDP80B01676R003400180004-4 a. High and uniform standards of communications security. b. Effective cooperation in CO.iSEC matters between departments and agencies concerned. c. The a0equacy of the cryptographic systems used. d. Coordination of CONSEC problems, particularly policies with respect to foreign governments. e. Satisfaction of legitimate requirements for the security of telecommunications. 6. The USIB consists of essentially the same agency representation as the USCSB. It concerns itself with the acquisition of intelligence including COM IT and "INT. Y. Since the USCSB has been operating, there has been essentially one area of common concern between the USIB and the USCSB. This is the improvement of communications security practices of foreign governments. The USIB with its COMINT knowledge of foreign COMSFJC practices has an interest in improving these practices as a means of preventing the loss of intelligence from friendly nations to the Soviet bloc countries. On the other hand, the USIB is also interested in limiting improvements in the communications security of certain countries which are of interest to the intelligence community as a COLiIPT target. 8. Areas in which the USIB currently has no responsibility or interest include the establishment of high and uniform standards of communications security, the adequacy of cryptographic system, and the satisfaction of legitimate requirements for the security of telecommunications. COWCLUSIONS: 9. The C0MSW function if continued as a national responsibility can better be administered throush operatin;; communications elements in the Government rather than intelli3enc` elements. 10. The trans:'er of the USCS3 function to the USIB would enlar;;e the responsibility and interest of the Director of Central Intelligence and the Intelligence Community into national areas of responsibility which are not related to intelligence.
