Mc Cone, I have your letter of October 16th. One thought has occurred to me that you may wish to keep in mind as you prepare to take over your new responsibilities. This has to do with the DCI briefings at National Security Council meetings. It is my own view, not necessarily shared by everybody else, that this briefing was a useful thing, not only for the President but for his principal advisors. One of the good features was that they all heard it at the same time. I have some reason to believe that these briefings have been discontinued in the new Administration. As a member of the President's Board, I am hoping to get to him my view that the briefings should be reinstituted when you assume your responsibilities. You may, or may not, agree, but I felt that I wanted to make the point with you. Also, I would like to discuss with you certain plans to establish a special new office in government in which you will have considerable interest. All I would ask would be an opportunity to make some points with respect to it before you have made up your own mind.
