Mr. Kirkpatrick was chosen from among 64 nominees because of his unusual competence, Character, and achievements typifying the highest principles of the public service. Aside from honoring the indi- viduals concerned, we believe public recognition of such outstanding careers highlights in general the importance of good government in our national life. The ten award winners will be honored at a dinner on March 15, in Washington) at the Sheraton-Park Hotel.
