However, everything I had in mind could be said to you equally well by Bob Macy, head of the International Division of the Bureau of the Budget. I started an investigation of our Intelligence costs and activities about two years ago. It was a joint action of the five interested agencies, and Bob Macy represented the Bureau of the Budget in the group. The report that was presented at the time, supplemented by what Bob can tell you, would cover the ground that I had hoped to discuss.
