Please accept my humble appreciation for your letter of September 7, in which
you explain ,as fully as possible, situations as they now exist concerning the
trial of Mr. Francis Powers.
Please do not for a moment suspect that I was questioning the ability and good
intentions of your agency. Since writing that letter, I have learned that
precedent has established payment of salaries to prisoners of war taken by the
enemy.
I am afraid that at the time I wrote the letter, I was carried away by another
fear: that Mr. Powers indicated a general attitude of "let George do it"; "I must
save my own skin at any price". This is the attitude that paid the Roman mercen-
aries with bread and preceded the invasion of the barbarians.
Again, let me repeat that I am not critical of anything that you have done. I
was only putting out for the opinion of those more informed, a few comments which
would indicate my own fear that we cannot survive if we do not give to our country
rather than always looking for something from our country.
