During my recent visit to London a newspaper man
informed me that he had discussed the Powers-
Abel exchange (proposed by Powers' father) with
people in the British Foreign Office. The
Foreign Office people told him that if the
State Department requested the Foreign Office
to do so, as a means of easing world tensions,
the Foreign Office would undertake to offer
political asylum to Abel, Powers and the two
American pilots now in Russian hands. Would it
be possible for you to ascertain whether the
State Department is interested in discussing
such a matter?
I shall attend the American Bar Association
meeting in Washington which commences late next
week, and I hope that our paths cross during
my stay.
