Dear Mr. Dulles:
A U. S. stockpile of 100 Hydrogen-Cobalt barbs or
warheads could be the ultimate war deterrent or final retaliatory
weapon. Russia may already have such a stockpile.
To produce permanent peace, since neither U. S. or
Russia intends or dares to disarm. and since in all past history
all arms races have led to wars, the following is suggested:
The 10.000 top U. S. officials and the 10.000 top
Russian officials would send their sons or grandsons to the oppo-
site country for 2 to 4 years of highschool or college schooling,
the respective governments to finance these scholarships.
The reault of several such exchanges would be as
follows: Gradual disappearance of most mutual suspicions; an ap-
j,,roach toward our ideology of the Russian ideology, since "Classes"
are already forming in Russia; these children would act as automatic
"hostages for peace", since, obviously-,neither government would
bomb the other country in a surprise attack, thereby killing their
own children in the opposite country. The ancient emperors used
to thusly send their oldest sons and heirs as hostages and for their
education to the court of their most powerful neighbor.
Our economy needs two things: A "Buy American" drive
in all Labor newspapers to start with. followed by similar page ads
in the big city dailies. The only true reason for our lagging economy
is, of course, the ruinous excessive foreign imports, against which
no adequate tariff protection now exists, and which have ruined or
nearly ruined, entire American industries. Secondly, half a million
additional immigrants per year, in families of four or five, couples
with two or three children, so that the father-producer will produce
LESS than the 4 or 5 family members will consume, thereby absorbing
considerable of our surplus productive capacity and production.
Foreign Aid: We should appropriate the same as now,
for propaganda purposes, same as Russia does, but we should actually
PAY OUT only about half of the appropriated amount each year, thereby
slowing the gold-dollar loss. We should ask West Germany to pay us
back 4 800.000.000, pay it to US, not to Lumumba & Co., so that we can
reduce OUR people's taxes.
I had the honor of corresponding with the late John
Foster Dulles, Senator ArthuB Vandenberg and, recently,Vice President
Richard Nixon. I greatly admire your work, and your comments,. if
permissible, would be greatly appreciated.

Dear Mr. Dulles,
As an interested student of genealogy I would like to establish whether
or not therm is any relationship existing between us. I am of the tenth
generation of Welshes in this country (from England) and directly descended
from Colonel John Welsh, "Gentleman", of Anne Arundel County, Maryland.
Captain John Welsh III was active in the Revolutionary War. He married
Hannah Hammond one of the heirs of the Hammond - Harwood House in Annapolis.
His grandson, one of many, married Lydia Warfield, relative of the now Duchess
of Windeor. I would be interested to know about your ancestors. There is a
book, now out of print, "Genealogy of the Welsh and Hyatt Families and their
Kin Of Maryland, Giving The Colonial Generations" (subtitle) the title,.,
"Welsh Hyatt end Kindred". Perhaps I could enlist your aid in finding this
book. It was print ed in 1928 by the Lambert Moon Printing Co. in Independence,
Missouri. I wrote to them about it but received no answer. I am interested
in beginning a new genealogy and bringing it up to date but'need this old one
to build on. It was written by Luther W. Welsh, A.M., M.D., Kansas City, Me.
I know that you are quite busy and have many grave responsibilities, If your
busy schedule perlnit s a reply I will be most grateful.
