I have given much serious thought to the question of the study of Comsni am about which you wrote me in your letter of 13 September and have read your suggestions with great interest. My views on the need in this country for more education on the history and policies of the Communist movement were most recently expressed in my address to the Veterans of Foreign Wars in August. a copy of which I am enclosing. As you know, there have been several bills introduced in the Congress of the United States on this general subject. The most recent was the bill to create the Freedom Commission which was passed by the Senate but was not taken up in the House of Representatives. These measures have many good features but I believe that it would not be advisable to centralize the study of Communism in say one institution. It seems preferable to me to increase the emphasis on the study of Communism in as many educational institutions as possible in order to give a wider appreciation of Communist intrigue and its historical background. Dear Sir: There has recently been suggested the formation of an Academy of the Sciende of Freedom. This academy should be geared -b teach affirmatively the great American values and to accentuate the meaning of freedom to all people throughout the ages. This academy should be on a level with t-1est Point and Annapolis and should become a bulwark in dis- seminating the meanings of Democracy, Liberty and the right of each man to self determination and to happiness. The best te,t books on American ideals should be procured. I would also suggest that a new book, re- cently published entitled "The Soviet Design For A World State" by Elliott R. Goodman be included. I have found it extremely helpful in clarifying my understanding and misunderstandings of Communism and Russia. Professor Goodman is not related to me. I have never had the pleasure of meeting, the gentleman. At your convenience, I would appreciate getting your response to the suggestions contained herein.
