Dear Mr. Hevenor:
Mr. Dulles asked me to acknowledge and thank you
for your letter of 14 September.
I appreciate the sentiments which underlie your
most recent communication but, as stated befor, it is
still not proper for this Agency to comment on the policy
issues which you raise. The connection between policy
and intelligence is based on a clean separation-of these
functions.
On one specific point as to how we know what the
Kremlin believes, I am convinced that our intelligence
has been much better than you suggest.

Dear Mr. Dulles t
I wish to thank you for your mild reply to my let-
ter of the 28th of August, also for the enclosure of
your talk before the VFW.
Whether you wish to accept my statement as to our
country being run by a group of unconscious communists
does nothing to alter the facts as to our apparent inability
to overcome the Soviets. One has only to read the daily
press in order to realize that the Goverment is vastly
more incompetent than that of the Soviets. As I do not
believe that we as a people are less intelligent, the
results must mean that our Goverment is operated by those
that follow the Soviets, rather than lead them,
I have studies your speech to the VFW, and let me
now take up some of the things that you say in that talk.
First, it is apparent that the Republicans, notably the
President, regard words as a substitute for action. You
yourself display this lack of leadership through damning the
Soviets in words. These things are much like the game that
children play, when they cry; " Sticks and stones will
break my bones, but words will never hurt me ". The
administration has nver learned the truth of this rhythm.
Second, you say that too many grasp at the whims of
the Soviets, such as co-existence and disarmament. Is
it not a fact that the administration continually talks
of its desire for peace ? Has the administration ever come
forth with any sensible proposal ? It is claimed that
we must have aerial inspection I Since the Soviets would
not have it, if we did not, what is the argument. Do
you imagine the the Soviets trust us anymore than we do
them?
Third, you say that the Soviets have no real faith
in coexistence. If by this you mean that they feel that
they can win a war of production, you are correct. But
the actions of our Goverment show that they also feel
that the Soviets would win such a battle, why ? Is our
system so demoralized that we cannot beat the Russians
in the matter of production I Hell and damn, I don't be-

agreement with the Germans as to the partition of Poland.
This is true, but what in hell did you expect the Soviets
to do at that time 1 They needed the time in which to
arm themselves. What did the British do at Munich ?
What did the French do about the Ruhr ? What did the
Allies do about Czechoslovakia ? What did we do about
the Japanese invasionof China ? Come now, Mr. Dulles,
you are a grown man not a child. Do you expect the
Russians to be for themselves, or do you think that they
should abandon themselves to us ?
Fifth, You constantly talk of the Soviet belief
that Communism is better than Capitalism. Certainly
they believe this, so what ? You don't believe, or do
you ? The important thing is how many others in the
world believe it ! The test is in the fact of production
for goods for the entire world. I am certain that we
can win in production, but am not at all certain that
we can win in the matter of distribution. This is the
point at which our system is wea], as the increasing costs
and the verities of the inflation of the dollar become
more and more apparent. The point at which our world is weak
is where we do not accept the challenge of the Soviets.
Nowhere in the world can we point to any nation that we have
freed, or where great gains have been made through the
use of Capitalism. This does not mean that Capitalism
is not good, but rather that the people in charge of it
are weak and vacilating. As sure as the fact that I am
sitting in front of this typewriter is the truth that
unless we stop spending all our sustainence on armaments,
and forego profits that are vastly inflated, we shall
lose. The only alternative is war, the sooner the bet-
ter. I do not believe that our Generals have the guts
for such a course, and on the other hand: the manufactur-
ers do not have the guts for an allout industrial war.
Where does that leave us, you tell me ?
Sixth, you talk of the Soviets building up great
arms. What the hell have we been doing. We have enough
bombs, missiles, etc, stored in stockpiles to blow up
evry man, woman, and child on this earth. Sad to say, this
is where the money goes, never to return anything of
value to the world or ourselves. If we cannot not now,
this very day, licit the Russians, then the members of the
administration, including yourself, ought to go out and
hang themselves for they would have been traitors.
Seventh, you speak of the propaganda activities of
Moscow and its satellites as being the greatest such machine
in the world I Why haven't we got the greatest ? You are
at the head of the intelligence service of this nation,
why isn't your organization the greatest in the world ?

t is apparent that someone is getting royally flap-doodled,
aad I suspect that it is the people of this country.
Nineth, you speak of everyone studying Co rmunism,
so that they can understand it. This is the uttermost
nonsense, as the real need of the nation is the under-
standing of democracy and its connection with capitalism.
I do not give the least God damn as to the objectives of
Soviets. What I do care about is the fact that no one in
the Goverment seems to have the least objectives of their
own in.so far as the greatness of the United States is
concerned. I served in the Marine Corps in World War Two,
and if I learned anything it was the fact of being willing
to get into a battle, take your losses at the start and go
on to win. This is the point at which the Soviets are
beating the hell out of us,-we are afraid to take any
losses, or any chance of there being losses. When I say
we, I do not mean the people of thiscountry, but rather the
mutton-heads that ate in the Goverment. The people them-
selves have just as much courage as they ever had, but
they are being lied to left and right. You talk of the
rabid communists that are all over the world. Well lets
see to it that there are rabid believers in democracy
all over the world to take their place.
You speak of the Communists making promises that are
impossible of attainment to other nations. If this is
what it takes, and I do not believe it, then start making
some on our own. Who said that anything goes in love and
war ? I don't think that it was the Communists. We are
at war and the battle ground is coming closer and closer to
our shores. Lets not prat about morality and principles,
lets win, Lets win the war, and then the peace. Win it
for ourselves, and the rest of mankind. Sure it will cost
lives, but so did hurricane Donna, so does cancer, so do
automobiles, but we do not stop driving. Everything in this
world costs humanity something. Anyone that says different-
ly lies in his teeth. Get going man, get going, and take
that stupid President along with you. America wants to

Eighth, you talk of the spy phobia, Here, I do not
know what you mean. Do you mean that we have no spies ?
If this is the truth, then you had better resign. In
the next breath, you speak of what the Kremlin bleieves.
How do you know what the Kremlin believes, by ESP. If
you do know, then why incidents such as Cuba, Japan,
Venezuela,. the Congo, the Summit Conference, the U-2 incident
