the theme: "To insure family safety in the Nuclear Age". Our
audience will be made up of approximately 125 leaders of key in-
dustrial, professional, public service and communications organi.
zations within the Empire State.
Since your warnings on the dangers of nuclear blackmail are
so integral a part of the philosophy behind New York State's fall-
out protection program, I would like to ask you to take on an
important assignment to which you and you alone could do justice.
That assignment might possibly be to interpret for our audience the
term "nuclear blackmail", what it is and how it is tactically used
to further world communism; also the relationship between fallout
protection and the preservation of peace.
With regard to our audience on that day, I can say without
reservation that our assemblage will be made up of top-level public-
spirited executives only, those who bear the greatest influence
upon millions within New York City and our State, and in most cases
our nation.
It is planned that during luncheon Governor Rockefeller will
give the conclusions of the recent Governors' Conference (January
25, 1960) and whatever other remarks he may deem appropriate. The
Seminar proper would be opened by Dr. Edward Teller who would treat
the problem from the scientific standpoint.
President Eisenhower has stated that "all citizens ...are
