This memorandum recommends action on the part of the DCI. uch ie.om-
mendation is contained in paragraph ~+ below.
1. The letter tinder reference and enclosures pro posed the tstab. i.mrumern
of an automatic translation center at a cost of approximately
over a three year period.
2. This proposal was subjected to detailed analysis and discussio, it
the Committee on Documentation (CODIB) of the USE, and by the CIA Advi.ory
Committee on Mechanical Linguistics. The position of both of these bodies iE
that it would be preriature tc set up such a center now. There is insut._'icler..
evidence available to plan the parameters of an enterprise of this mat-._tude.
3. We do believe, however, that we should not close the doi?r comriete.iy
on the IBM proposal. We think that the responses to the gl stior.s we h,Ave
posed will help us accumulate the data base on which planning cad oe pL:dica.t,>
4. We recommend that you sign the attached letter to Dr. Piore. he
wording of the letter has been coordinated with the CIA Advisory Commit?ee ci
Mechanical Linguistics and has the unanimous approval of that body.
