Dear Mr. Dulles:
Since I know that your time is valuable, I will make this
letter brief.
I have read that Jet planes cannot be started after they
have flamed-out unless they cane down to a lower altitude.
Namely regarding -the case of the II-2.
I think that I have an idea which would solve that problem;
plus maybe give the U-2 a higher alitutde range for a short
period of time in case of emergencies. The weight of this item
should be negligible.
This idea may have been tried before I don't know. Since
there is a lot at stake on our ,'lets, I thought that it would
be worthwriting a letter to you. If you are interested please
