SUBJECT: S. Braude's "Ideological Sputnik" Proposal
1. Attached is a suggested reply, prepared for your
signature, to Mr. Braude's renewed request for $20,000 to
permit completion of his plan for unseating the Communist
system in the Soviet Union.
2. Neither the plan nor the request for financial
assistance merit further consideration.

reassessment of your plan and your request for financial
assistance.
I regret that our answer must remain the same an
that stated in my letter of 8 April 1958. We are un-
able to endorse your project, and are therefore in no
position to assist you is obtaining financial support
for its completion.
