1. This memorandum has attached a suggested reply to
Mr. KOCHERTHALER's letter prepared for the Director's signature.
(Attachment B)
2. It might be pointed out that the attachment to reference
letter is substantially the same as that forwarded previously in
Mr. KOCHMTHALER's letter dated 28 June 1958 (Executive Registry
#30>6268). The latter letter was answered by you on 3 September 1958.
The summary of Mr. KOCHBRTHAGr:R's first contribution is attached
hereto for your information. (Attachment A)

The paper represents the author's concept of the f orthcomin
the evolution of Communist society y h phase , pointing weaknesses in the philosophical
hilosophical
foundations of Communism which have become apparent in the period of rapid
economic and social developments since Marx originally formulated his philosophy.
Working from these weaknesses and the resultant contradictions between Communist
philosophy and its manifestations in Communist life, the author arrives at con-
clusions on ways in which, in his opinion, these weaknesses may effect further
events within the Communist world.
The question--what is the antithesis of Socialism--remains to be answered
since the dialectical triangle projected by Marx has never been completed.
Djilas gives the answer irh.en he points out that the antithesis of Socialism
is not the Proletariat but rather the bureaucracy of the Party which enjoys
the right to use state-capital profit.
The vast changes effected by automation and mechanization upon the social
structure of both capitalist and communist worlds are altering the position of
the worker and the theories of surplus value as well as the function and nature
of investment capital. The working masses are becoming more educated and more
intelligent in order to operate the vastly more complicated industrial mechanisms.
These changes are continuously narrowing the gap between the worker and manage-
ment. As a. result of the worker's strengthened position brought on by these
changes, the worker in the capitalist world is receiving an increasing share of
the profits and is playing a greater role in the profit making process. fl the
Soviet Union, the workers will similarly continue to rise in intelligence and
education and the party hierarchy will be forced to give there a greater share
in the profits and management of the industrial process.
A parallel development is taking place in the armed services as the foot
soldier with strength and stamina evolves into the technician with intelligence
and training to serve the complicated automatic and electronic machines of the
armed forces.
Thus, from these two developments there is formed in the sociological
structure a "technical intelligentsia." replacing the "worker peasant and soldier.
proletariat."
There is a strong possibility, in the author's opinion, that this newly
awakened technical class will make its interests felt in the Communist society
by the evolution and re-birth of Lenin's former workers' and soldiers' councils
representing the "technical intelligentsia" vis-a-vis the party hierarchy.

The author goes on to record a number of other theoretical weaknesses
in Marxist dialectical materialism brought out by developments in modern
philosophy and the abstract sciences. The author touches briefly on the
question of the nature of matter, the structure of the atom, energy, the
nature of the universe and the inorganic world.
He concludes with the suggestion that, according to the principle of
the dialectics of history, the next ideological synthesis will grow out of
the antithesis between materialism and idealism.
