SUBJECT: (U) Specific MINT Collection Requirements
1. In connection with our respective, collaborative ELINT programs
within the framework of the Objectives on which we recently agreed, the
development of a document, in which will be itemized all of the current
U.S. Specific ELINT Collection Requirements, seems to be a next logical
step. While the establishment of the broad ELINT Objectives provides
a definitive link with our National Intelligence Objectives, detailed
statements of our respective requirements for information are needed
to add substance to the framework.
2. As you may be aware, some preliminary compilation on a detailed
document has been accomplished, concurrently with the preparation of the
Objectives paper. A tentative outline of the results to date is attached.
Additionally, I understand that the results of this preliminary work may
well be starting to point up avenues of approach to some of the more
difficult problems facing us. It is clearly indicated, for example, that
the relative usefulness of any such statement of requirements will be
directly proportional to the assiduity with which we state the individual
items and the extent to which these statements reflect our current needs,
regardless of present collection capability.
3. In order that we may proceed expeditiously with this aspect of
the ELINT program, rest you designate one or more representatives to
meet with the ELINT Cootka-iiis:Uroug as-Trequently as relpiredIDLI-

requirements, and to explore suitable means by which to assure that
timely revisions are made in accordance with the results of current
operations.
