1. Major Keyhoe's question concerning alleged efforts by
CIA Agents to prevent UFO witnesses making public their sighting
experiences, suggests a possible misinterpretation of the policy

2. A deliberate effort is made to apprise each source of
the relationship between the source and the
Agency is confidential in nature. This caveat is not intended to
impose a security restriction on the information imparted by the
source but to minimize the disclosure of the Agency's relationship
with the source. It is conceivable that some confusion may result
through failure of a source to distinguish between revelation of
his relationship with the Agency and revelation of whatever infor-
mation he possesses. The former is and should be maintained on a
confidential basis; the latter is the property of the source to
reveal or withhold as his judgment dictates.
