Building Plans

1. The Building Steering Committee met Zriday, 22 March 1957,
and agreed to request your approval of the recommendations contained
in paragraph 3 of this memorandum. These recommendations are based
upon the attached proposal for occupancy of the new building which con-,
templates housing people, Including:
a. All of DD/P elements except
b. All of DD/1 elements except the Office of Operation. and
the Office of Basic Intelligence.
c. About half of the DE)/ S elements 4exclusive of
iihouse.
This means that approximately
people will hove to be provided etsewhere than at Langley.
2. The committee recommendations were based on the folio
principal factors:
a. It is desirable to house as many as possible of f the most
related elements in the new building. This can best be
complishad by housing elsewhere aliments such as TSB Labors-
es, Printing Services, some Training Classrooms, etc., which
require large amounts of space but few people and which can function
away from the main headquarters with less inconvenience than ether
large users of space with few people such as the OCR Library and
Registers DD/P Records Istegsstion, etc.

. The fact that a building planned in this manner to house

if space were to be provided in the new bitilding
se elements which occupy large amounts of space with few
people (i.e., the balance of Training and Printing
Services, etc.) lee* *pace would be available for high occupancy
office areas and, therefore, fewer people Iceuld be
accommodated. The exact number cannot be dotsrn: 44 without
knowing the extent to which the Agency would be reduced, the
method and timing of accomplishing the reduction, and the result-
ant 40tOrrailli&tiorl of the exact composition of the Agency to be
housed.
c. Any course of action other than this proposal or some
modification thereof, would cause a delay of at least several
months in the development of plans because it is essential to
determine at this time the elements which will occupy the build-
ing and where they will be located in order that stairwells,
corridors, toilet facilities, elevators, etc., can be located and
their sine established to accommodate the appropriate numbers
of people.
. The Steering Committee, therefore, recommends that:
a. You approve the proposed space assignment a* shown in
the attachments.
b. You approve the principle that any adjustments to this
proposal be considered en the basis of the Agency as a whole
rather than within individual major components of the Agency.
c. Arrangements be made immediately to plan for the
location of components which are not to be housed at Langley.
