ALLEN DULLES DIRECTOR, CENTRAL INTELLIGENCE As you know, the Doolittle Report on CIA's covert activities recommends (at page 40) that the Director of Central Intelligence (as coordinator of foreign intelligence activities) should report regularly to the National Security Council on the status of efforts to implement NSC (Intelligence) Directives, with particular emphasis on major unresolved questions. At your convenience yould you let me have your views as to the procedures which should be followed in reporting to the NSC on CIA's implementation of the above recommendation. Perhaps your Quarterly Report to the Council would be the best vehicle for reporting such information to the Council; another possibility might be to include such information in your semi-annual status report to the NSC.
