Project
1. We reques, that you tell the Secretary of Defense
about the continuing~, analytical support that CIA has pro-
vided to the State De rtment in Middle East peace negotia-
tions and ask for?the't mporary services of several Air
Force and Army officers-' 'th operations or planning
2. The Agency has bee working closely with State
on peace proposals since 197 Even before the October
War, we were involved in an e ensive program of analysis
on the military, political, ecohomic, and geographic issues
in a peace settlement. Our early `involvement resulted
in a major role in defining the is?Res involved in the
Sinai and Golan agreements of 1974 a d in refining the
specific proposals generated by the S to Department.
Some of this analytical support has bee done by the
Agency under the auspices of the National\Intelligence
Officer for the Middle East and some of it'-,.has been in
conjunction with State/INR and the Near Eas$ Bureau.

in the report of the Brookings Institution Middle East
Study Group issues in December, 1975 and Dr. Brzezin i
was a member of that group. Secretary Vance returned
from his trip to the area in February expressing hope

for this idea. As a result of these events, Hal Saunders
in`INR and in NEA turned to us for a quick
outline of how such a concept could be implemented. We
provided them a concept paper and it was discussed with
Secretary Vance. The Secretary wants to press on and
develop` detailed negotiating arguments for and against
this concept and this brings us to our request for the
assistance of some experienced Army and Air Force officers
to help us develop and refine the paper.
4. We recommend that you ask the Secretary of
Defense to detail several (perhaps 2-4) Air Force and
Army officers wi.h planning and operational experience
to the CIA to assjst us in refining the paper, develop
the arguments, and':to explore alternative ways to imple-
ment the concept. Hal Saunders asked CIA to undertake
this task and agreed'that we could seek assistance from
outside the Agency only on the condition that we retain
control. The Department is quite concerned about the
effect of leaks upon the'.,negotiations.
