development of chemical or biological materials for warfare or
offensive purposes. The specific projects which will be carried out
during 1977 are as shown on the enclosed table.

I would be glad to arrange a briefing on this subject for you and
appropriate members of your Committee designated by you. I hope
the details provided here are responsive to your concerns.

1. Pursuant to your request. this memorandum certifies
that the Office of Security does not. possess in any of its
inventories any chemical or biological substance that could
be used in chemical warfare. This memorandum further
certifies that the Office of Security has not requested the
Office of Technical Service to develop, buy or store any
chemical or biological substance which could be used in
chemical warfare.

primarily by Senator Hart at yesterday's hearing.
