MEMORANDUM FOR: Deputy to the DCI for the Intelligence Community
SUBJECT . Critical Collection Problems Committee (CCPC)

As an item of NFIB business, CIA was asked to concur with
the recommendation that Eloise Page be designated as Chairman
(vice Acting Chairman) of the CCPC. In recognition of her splendid
work and achievements, I most heartily and readily agree.
The subject, however, does raise the question of whether
or not the CCPC should be continued. The Committee, in my view,
may have outgrown its usefulness, given the DCI collection committees,
substantive committees, the NIO structure, PRM analysis procedures,
and the IC Staff review mechanism. Major tasks presently being
handled by the CCPC, e.g., Korea, International Terrorism, could be
done, probably more expeditiously through the NIO functional organization
or through ad hoc tasking and joint study by existing line organizations.
I leave it to you whether or not to put this issue to the DCI
for decision.

1. I recommend you designate Miss Eloise Page as Chairman, DCI
Critical Collection Problems Committee (CCPC).
2. Miss Page has served as Acting Chairman, CCPC, since 1972. Under
her leadership, the Committee has grappled with a number of problem areas
and has produced comprehensive, useful. studies on critical items, such
as international narcotics intelligence collection. Nearing completion is
a study on international terrorism intelligence collection. Also under-
way is a special study on the problem of early warning in Korea.
3. Pursuant to authority contained in Director of Central Intelligence
IDCI Committee Chairmen are designated by the DCI. NFIB
is notified of your choice.
4. A brief biographic sketch of Miss Page is attached for your
information.
