The attached letter to
Chairman Inouye is recommended
for your signature. You agreed
during your confirmation hearings
to notify the SSCI of changes in
CIA internal regulations. The
Church Committee was provided a
full set of CIA regulations in
April 1975 and that copy is now in
custody of the SSCI. Rather than
supplying only the changes since
April 1975, I am enclosing a
complete set of regulations, plus
a transmittal letter to Chairman
Inouye. You may wish to personall
deliver these to the Chairman at
11/17/77; Letter was not signed
